The Punjab government has appointed Dr Syed Khwaja Alqama as vice chancellor of the Bahauddin Zakariya University (BZU Multan). A notification in this regard was issued on Saturday by Higher Education Secretary Haseeb Athar.

According to the notification, Dr Alqama has been appointed vice chancellor for a term of four years.

The chief minister had sent the summary for appointment of Dr Alqama as vice chancellor on June 25. Instead of acting on chief minister`s advice, the chancellor/governor purported to appoint Prof Dr Muhammad Zafarullah as vice chancellor and a row ensued.

Dr Alqama, a professor of international relations at the Bahauddin Zakariya University, is currently serving as Pakistan`s ambassador to Yemen.

As per the notification, in line with the “powers conferred under section 14 read with section 11 (8) of the Bahauddin Zakariya University Act 1975 (III of 1975), the competent authority has been pleased to appoint Dr Syed Khawaja Alqama as vice chancellor of the Bahauddin Zakariya University, Multan for a term of four years”.

Dr Alqama has been appointed BZU vice chancellor after the Supreme Court decided on October 7 that the chancellor was bound to the advice tendered by the chief minister.

Dr Minhaj Ahmed Khan of the computer science department filed a petition in the Lahore High Court, pleading that he applied for assistant professor but the university administration did not call him for interview.

The Lahore High Court, deciding in the favour of Dr Minhaj, cancelled the appointment of three other persons who were declared successful by the selection board and issued direction for reconstitution of the board.

All three assistant professors — Rana Amir Raza Ishfaq, Sajid Iqbal and Israr Hanif — moved the Supreme Court against the decision of the Lahore High Court. The Supreme Court converted the petition into a constitutional petition when it was informed that the university was running without a vice chancellor due to a dispute between the chief minister and the governor over the appointment of the vice chancellor.

In its decision, the Supreme Court stated that notwithstanding the powers under the constitution where the governor may act in his discretion, the governor as chancellor is a statutory functionary in terms of section 11(1) of the Bahauddin Zakariya University Act and in the performance of his functions under the Act, he is to act and is bound by the advice tendered by the chief minister in the manner provided in section 11(8) of the Act read with article 105 of the Constitution of Islamic Republic of Pakistan.
