Monthly rents averaged $775.44 in quarter 4 of 2011, about $37 more than the same period in 2010, according to a communication released Wednesday by the Colorado Division of Housing and the Apartment Association of Southern Colorado.

It was actually the eighth successive year-over-year quarterly increase in rents, the report showed.

Fourth quarter leases did decline about $3 from the 3rd quarter, but remained near that quarter's record high of $778.35.

The highest average Quarter Four hire, $900.42, was paid by apartment dwellers on Colorado Springs' northeast side. The lowest average hire of $615.80 was found in Fountain and the unincorporated Security-Widefield area, which are south of the Springs and near Fort Carson.

Rents are up because demand is rising. The citywide vacancy rate for residences stood at 6.7 % in quarter four an one half of a p.c. point increase from the third quarter, yet well below the 7.2 percent vacancy rate in the fourth quarter of 2010, according to the report.

The area's vacancy rate has fallen gradually from double-digit levels during the last one or two years.

When homebuilding and homebuying was soaring from 2003 through 2007, and thousands of troops were overseas in Iraq, apartment vacancy rates constantly topped 10 p.c.

Since 2007 , however, thousands of area house owners have lost their properties to foreclosure and are now hiring. Other householders can't qualify for a mortgage due to tougher borrowing wants by banks. And thousands of Military troops have returned to Fort Carson from their deployments or moved here from other installations.

The increased demand has driven up leases and triggered development of a few apartment projects in Colorado Springs, Fountain and Monument.

"The banks aren't slackening up at all," Laura Russmann, executive director of the House Association, expounded of lending practices. "The necessities are increasingly tough and I don't believe, though there are a couple of things that the ( Obama ) administration is looking at at this time to sort of help householders, I don't see that augmenting home ownership in any kind of a mass way.

"This ( robust demand and rising hires ) is going to resume, and that is the reason folks are beginning to build now," she added.
