At what time is the room the Brightest..?
and at what time is the room the Darkest..?

Assume no leading '0' in times where the hour is a single digit.
In other words, the time is displayed as "6:32", not "06:32".

Brightest: 10:08 (am or pm)
Darkest: 1:11 (am or pm)

(you just had to count the number of max LED's

In zero there are max no of LED's and in one there are least)
