The winner of the tournament will qualify for the Airtel Champions League Twenty20.
According to an ESPNcricinfo report, seven provinces - Basnahira, Kandurata, Nagenahira, Ruhuna, Uthura, Uva and Wayamba - will feature in the first edition.
Domestic players will represent their own provinces, while team will have a mix of Sri Lankan and international players.
However, in contrast to the Indian Premier League's high profile auctions, international players will be assigned to teams by the Sri Lankan national selection committee.
Four of the seven teams will qualify for the semi-finals after playing each other once in the tournament. Each team will have a maximum of 18 players, with the playing XI consisting of a minimum of seven Sri Lankan players and a maximum of four internationals. Former Sri Lankan cricketers will be coaching the teams.
According to the report, the Sri Lanka Premier League authorities have already approached the Board of Control for Cricket in India in a bid to secure the participation of Indian players.
The BCCI has already agreed in principal to the idea, providing there is no conflict with India's international and domestic schedule.
Singapore-based Somerset Entertainment will run the league. It has bought the rights for five years.
